Lindsey Dorneman, MPA, PMP, is a strategic project manager specializing in process design and optimization, capacity building, and collaboration. Over the last 20 years, she honed her talents in government and nonprofit organizations offering programs and services to young children and their families. Most recently, she supported federal health and human services programs as a Senior Program Associate at Manhattan Strategy Group, providing training and technical assistance (TTA) to state agencies receiving Preschool Development Grant Birth through Five (PDG B-5) funding.

Prior to joining MSG, Lindsey successfully secured $42 million in PDG B-5 grants for Colorado, and led 47 cross-sector strategies that increased multi-agency alignment, led to more innovative practices, ensured meaningful access to child and family-centered services, improved the retention of early childhood educators, and enhanced the overall quality of early childhood programs and services across the state’s mixed-delivery system. During the grant period, she directed engagement with more than 10,000 Colorado families, whose input shaped a comprehensive needs assessment and the first statewide, birth through five strategic plan.

During her 10-year tenure with the State of Colorado, Lindsey was also responsible for overseeing the $1.2 million Early Childhood Comprehensive Systems Grant. She supported the implementation of the Federal Race to the Top-Early Learning Challenge Grant, leading efforts to increase awareness of and participation in the State’s Quality Rating and Improvement System. She also contributed to the State’s Child Care Development Fund State Plan, implementing consumer education requirements. Additionally, she oversaw multiple organizational development and improvement efforts designed to optimize processes and increase the efficiency of state programs. She actively participated in annual state budget and policy development and analysis processes.

Previously, Ms. Dorneman held roles with state and regional nonprofit organizations leading fund development and fiscal management functions.

Lindsey completed her Bachelor of Arts in Political Science from the University of South Dakota, where she also received her Master of Public Administration degree with an emphasis in Nonprofit Administration. She is a certified Project Management Professional through the internationally recognized Project Management Institute. She resides in Colorado with her partner and their two dogs.
